To buy a property in the Imperial City, you will need to speak to Vinicia Melissaeia.

She works at the Office of Imperial Commerce in the Market District, where her main job is dealing with complaints about the local merchants. As long as her disposition is above 50, when you ask about properties in town she will at first be quite surprised by your interest, before explaining that the only thing available at the moment is a "hovel on the Waterfront".

All that is required is for you to pay 2,000 gold and she will hand the keys over.

The shack itself is on the northwest end of the Waterfront, next to Armand Christophe's House and in front of Jair's Shack.
